Cheap trogs? I'm using Warhammer's plastic lizardman skinks. See the bottom of this page:

For realism of the trog clerics, see Chainmail's upcoming trog in armour mini.
For cloakers: how about a small piece of cloth? You can drape it on a stand made of a bent paper clip. If you're more ambitious, you can starch the cloth and the sculpt it. Once it's dried, it will stay in shape.

The only owl I've seen is a regular sized owl that's part of Reaper's "Familiar Pack 2".

Just started the CRM
I could compile the list of what I used, and would have used. I got lucky since my players have a good number of minis, packs of dogs, commoners, etc. I'm only up to Rastor though, just starting the CRM now.
How precise do you want the minis? I've been trying to keep them looking as close to the NPC's as possible, but sometimes a double-sword wielding Hobgoblin wearing chainmail is hard to find
The other factor is cost. I have made sacrifices to keep everything pretty cheap. Chainmail minis usually fit but are horrendouslly expensive. Citadel has alot of good minis, but again more expensive. Is this a 'rich mans' list or a 'broke gamers' list?

Andorax? His list definitely has that feature. Mine does not (mainly because I've bought most of the minis I wanted, so no need for a "second fiddle").

Nice except what?
I know the limitations of my list (only one option for each mini, many minis made myself, incomplete, etc.), but I thought it would be of some use to people, so I put it up. Like I said, I know that Andorax has a much nicer list.

It's a lot more useful in one regard...my list doesn't cover beyond Part I. I've never managed to assemble the actual CRM list, as I've not gotten back to the list in quite some time.

I've mentioned these in another thread, the Vampire Wars Brotherhood Crossbowmen make great minis for cultists. Check them out at New Wave games, New Wave has a sweet online catalog with pics but DO NOT order from New Wave. Ask yer local store.
I have a pic of one painted on my Yahoo site, but its a bad shot. I'll try to get some more pics up later.

Oooo yeah
Vampire Wars also has a pack of Villiagers, with a blacksmith and a few others. Great line of minis, check them out. I have found many there that I could use for RttToEE.

The mini list has been updated to include all of the NPCs and monsters in RttToEE. Unfortunately, not all of the creatures have a selected mini yet (mainly because I've not found a suitable one yet). If you have any suggestions, post them here, and I'll make sure they're added!

A DM on a budget might try www.dragonscalecounters.com
They have good quality color plastic counters for cheap. They don't have everything, but you can get lots of mooks on the cheap. A 5x5 creature only costs $.25 each.
